【Invitation for the 27th ICU Tournament 2018 for International Participants】

Dear Debating Community,

It is our pleasure to invite you all to the 27th ICU Tournament from the 9th(Fri) to 11th(Sun) of March 2018 in Tokyo, Japan.

ICU Tournament is the biggest international tournament annually held in Japan, which has continuously gathered debaters from various regions. We expect to see over 300 participants from varying nations competing in high-quality debates throughout the tournament. This tournament will be one of the best opportunities for you to enjoy debating and go on sightseeing in Tokyo, one of the most attractive cities in the world.

We are very proud to announce that our Adjudication Core will consist of Asia's top debaters and adjudicators. 

We will promise you the tournaments’ high quality and commitment to provide an excellent experience.

Date: 9th(Fri)〜11th(Sun) of March 2018
*the check-in date for the hotel is March 8th(Thu) and check-out date is March 12th(Sun)
Tournament Cap: TBA
Institutional Cap: TBA
Debating Format: Asian Parliamentary Style (Gov.3 / Opp. 3)
Debater Qualification: University students, graduate school students, graduates and high school students. 
Adjudication Rules: N=n-1(Institutional teams), N=n(Composite teams both for international and international＋japanese)
Judge qualifications: Those who have experience and comprehension of rules in Asian Style Debating and can take the Judge Test announced afterwards.
Registration for Independent Judges who wish to receive subsidy will be announced later. Please wait until the upcoming registration. Even if you fall out of the selection of subsidized judge status, you can apply for the tournament if you pay all fees. Subsidized judge status is only applicable for independent judges.
Breaking System:
Day 1, Day 2: 6 Preliminary Rounds
Day 3: Break Rounds
Number of breaking team:16(possible alterations)
Adjudication Rule: TBA
JPY34,000 per person (both debater and adjudicator) (possible alterations)
This includes:
-4 nights’ accommodation
*The check-in date is March 8th and check-out date is March 11th.
-Lunch of March 9th and 10th
*Breaking debaters, breaking adjudicators will be offered 11th’s lunch in addition.
-Transportation fee between the venue and hotel in Japan
- Participation fee of casual dinner (with break announcement)
There has been a decrease in the registration fee than last year, however it is somewhat expensive for the booked accommodation dates overlap over the weekend which is more expensive than weekdays.
In addition, we will introduce the subsidized adjudicator system in order to improve the quality of the adjudication pool. We appreciate your understanding.

How to Register
Phase 1: Registration
Registration Period: Nov 1(Wed) 2017〜Nov 24(Fri) 2017, 23:59 Japan time (GMT+9)

During the registration period, all international participants (institutional teams, composite teams, and independent adjudicators) are allowed to register.

Please keep in mind that that the registration may close earlier than the deadline, because we introduce the “first comes first served” system for distributing slots.

All of the registered institutions or individuals will get an automated email from us that we have received your application form. We will notify within 3 Days whether you got a slot or are in the waiting list.

Phase 2: Payment

Once receiving the notice of slot confirmation from us, all participants must pay the full fee (International: JPY34,000) for the tournament until December 20th(Wed) 2017, 23:59 Japan time (GMT+9)

Since bank transfer fee is not included in the registration fee, please make sure to add bank transfer fee to your payment.

Any failure in registration will cause the loss of slots for participants.

Important Notes:

1. Make sure you note “your institution name/ your full name (for independent adjudicators)” in the REMARKS section of your transfer slip.

2. Transfer the fees based on institutions rather than individuals (except for independent adjudicators).

3. After you finish the payment, please send us a scanned copy of your transfer slip to icutregister@gmail.com The subject of the email should read "(NAME OF INSTITUTION) PAYMENT SLIP, (NAME OF CONTACT PERSON)." Specify your date of transfer and total amount. We will not be able to confirm your payment without the copy of your transfer slip, as it will serve as payment evidence.

4. Only Bank Transfers will be accepted.

5. Any withdrawal after the payment period will not be accepted. This means that once you pay the registration fee and the payment period is over, we cannot pay you the fee back even if you would like to cancel the participation for the ICU Tournament. If you want to cancel your participation, please do it before the payment period is closed.

6. All transaction/conversion charges must be accepted by the payee.

Upon receiving your Registration Fees and the above document, we will send you a confirmation mail.

Phase 3: Participants Details

Upon receiving your Registration Fees and the payment proof, we will send you the form of Participants Details. Please enter this form by December 27th(Wed) 2017. We will ask for information of each participant. Please note that you must decide who is participating by this deadline.

【About Cancel Policy】
We will accept any cancels of participation until December 20th (Wed) 2017 23:59.
Any cancellation after this date will cost your team to pay the full registration fee.
